Description:
Problem:
Due to a problem in the Intel® Quartus® Prime Pro edition software, you may 
see that any tri-state pin on your Intel® Agilex™ device does not function 
correctly in hardware. This is because the polarity of the output enable signal to 
the output buffer is incorrect. This affects output buffer without utilizing the output 
enable register in the I/O bank.

Solution:
This patch will correct the polarity of the tri-state output buffer.

Caution - You must either have previously installed the
          Intel(R) Quartus(R) Prime 21.2 software or must
          install the Intel(R) Quartus(R) Prime 21.2 software
          before installing this patch. Otherwise, the patch will
          not be installed correctly and the Intel(R) Quartus(R) Prime
          software will not run properly.

Note:
